This approach failed to consider shields as an opportunity cost. You just gave them to everyone with no cost and with no equipment slot. I think you needed to consider them as a thing you take in place of your main weapon, and maybe then you could use one along side a side arm at some accuracy penalty.

I play CS Warzone and I hated the shield before I discovered how to take advantage of a teammate (bot) who uses a riot shield. The whole team can fall in line behind the shield and slowly make their way towards the enemy and when they all get close enough they will simultaneously fire their machine guns. 🙂
